Like anything else the price of capture devices varies. c0ld may be able to help you here. I needed some help once and he offered. He's British so probably more clued up on what's avaliable over here (Yes here, I'm English as well but don't have much knowledge about video capture.)
You mentioned something about DVD recorders. I've seen them locally for about 70 quid. Again, probably a case of you get what you pay for.
When it comes to putting them up for download you could use Mythica for videos, maybe your own page for screenshots, although he (Brian Towne) does allow screenshots etc. God knows how he does it but the Halo community would be poorer without him.

I was wondering where you are in the UK. Are you in an area where broadband hasn't reached yet? From what I'm aware if you can get broadband then you should as it will cost no more than 56k.
I was in a thread with Scarab the other day and we were wondering if you'd be going for Halo3.
