Quickest and easiest way to do this: eschew the use of all vehicles ever.

Makes for interesting encounters on Metropolis when its you, a battle rifle, and one sticky against two Ghosts and a Wraith :P Plus Delta Halo is fun without vehicles, as the huge open areas, especially inside the ruins, become massive battlegrounds for you to fight the enemy on. It really gets intense trying to fight Ghosts, turret Grunts, Elites, and Jackals on foot without using missiles or explosives.
