I have absolutely no trouble in commiting myself to the Chief when I'm the Chief or the Arbiter when I'm the Arbiter. I've been playing for over 2 years and I still find myself thinking "Oh! I'm the Chief again." after playing as the Arbiter. Some just believe you aren't given enough time as either character during the game to be immersed. I just point out that the time it takes to be immersed is dependant on the individual player. If it takes you a quarter of the game then you'll be frustrated, but it's no problem if it takes another person 3 minutes to get into his character's role.
