I'm not sure how it could. If there was no Flood outbreak, then sure. Activating the system would just be gratuitous. But one legitimate activation scenario (Installation 04) has already been thwarted. Spark probably can't verify that no Flood escaped the ring. Given that he escaped, the Master Chief escaped, Sergeant Johnson escaped, it seems logical to assume other escapees are possible. According to 2401PT, Delta Halo is also a legitimate activation scenario-- he says so in the Gravemind cutscene. The Arbiter stopped him, in part because of Gravemind's own request! Sounds to me as if there's nothing against protocol about activating the system through the Ark at this point-- regardless of what the Covenant's motivations for doing so. We do, however, have a five-sided struggle coming up. The Covenant are split into two factions; the Monitors and their enforcers and sentinels, the Master Chief and the humans, and Gravemind and the Flood. Who will ally with whom is an open question, but I'd be willing to bet that with stakes this high, the Monitor(s) may accept an alliance with anyone willing to further their ultimate goal, regardless of protocol, since the ultimate price for failure is simply too high. That is, of course, assuming another alternative is not presented. | |
