It was either kill him : yourself, or kill him in cutscene. Bungie simply found that killing that : oversized gorilla personally was more fun. Tartarus wouldn't be so bad if he still died from a bolt to the head. It doesn't matter how tough you are; a hunk of metal (or whatever the carbine rounds are made of) travelling twice the speed of sound will still kill you if it catches you in the brain. Especially if it kills one's underlings without issue.
