Isn't it also possible that Lee Hammock just didn't want devote the extra space to explaining full-body shielding? From a writing perspective it may have just been easier to have Elites use the less-confusing (at least to non-halo fans) jackel-style shields. If you look at HGN pg. 60-61 you can see that Jay Faeber does something similar in that he uses the more familiar "bubble" shield design from Star Trek lore. Sure the connection to Halo's early concept art is there, but it seems more likely to me that Hammock (or Bisley) saw these drawings and decided that it would translate better to the page (and save space, Infinate Succor takes up a lot of space in the HGN) than the traditional personnel shielding that MC and the Elites use.
