I'm pretty sure that once Delta Halo misfired (due to the index being pulled) guilty spark said that the Halos would go into safe mode, or something like that, and that they could be activated remotely. When asked where they could be remotely activated from he says "Why, from the Ark, of course". That's when the cutscene goes to MC on the Forerunner ship at Earth. I used to think that meant the Forerunner ship was the Ark, but the Ark is what is under the surface of Africa.

A good question to ask next is can the Halos be fired individually from the Ark, or can they only be fired as a group?
