When they say 3 miles, they mean three miles... but assuming those ships are assault carriers (and they CERTAINLY seem to be) then that is just a scaled down area, like the halo outside PoA, or the Cruiser above T&R. Rather than creating 10000 sqaure miles of land in game, they probably scaled back everything that the MC wouldn't come into contact with by 1/10th, so 3 miles = 30 miles (only in regards to the mountain, and the city, and the artifact.

It seems like someone has said this before...
