It was supposedly said by Jason in interviews with EGM and Edge back in September 2002. Neither of those sites have archives that go that far back, but it's also referenced in this post on the HSP, and this roundup of info on Xbox Advanced.

I'd love to find the actual interview it came from, or get a confirmation that somebody actually saw it in print somewhere.
