Yes, the Needler is good, but the majority of Flood that we've fought as the MC or Arbiter are equipped with Plasma weapons (Other then the Flood with Human weapons), which to me suggests that most of the Covies fighting them were equipped with Plasma Pistols/Rifles and a few Carbines (Carbines are good, if you can aim - Elites usually can't...). This to me, seems like a lack of preparation. Simply equipping their forces with Needlers exclusively would be a good move, but the lack of that strategy suggests to me that the Covenant are unfamiliar with the Flood, or simply haven't gotten enough reports from survivors to think up this tactic.
On the other hand, while Needlers are a somewhat effective weapon, they are often dangerous in close quarters, and pretty hard to use against infection forms. Human weapons and maybe the Carbine are the most effective.
