I wouldn't say dozens, seeing as how the flood is a relatively new enemy to the Covies (I say relatiely new, since when the arbiter mentioned "the parasite", everyone seemed to know what he meant, implying that it was an understandable event... Yet the Arbiter himself does not seem to know himself what the flood smell like...) So Halfjaw might be, as you've said, a lone survivor of an encounter... Or maybe a member of a sterilization force on another forerunner facility...

(PS I haven't been around lately, what with graduation preparation and whatnot, but I turned 17 on the 3rd of this month...)
