Sure-- I can completely believe that the Brutes can't make a copy of it, and that there being only one, Tartarus would take it. That's completely explicable. What isn't is that while Brutes have taken and modified for their own use other Covenant tech available to Elites (Brute plasma rifles) they have not done the same for other Covenant tech available to Elites (body shields). This further emphasizes Tartarus' uniqueness as the Fist also produces a shield. It's been speculated that Elites won't let Brutes have shields, but I'm not entirely convinced by that; there's no precedent for other, similar restrictions. There is a hierarchy among species with regard to various equipment, specifically offensive weapons, but for shields, it seems reasonable that Brutes at least rank equal with Elites. At the very least, the Brute honor guard should have them-- but they don't, either. I think that choice was about gameplay balance and not story, so I think to add story interpretations on to that omission isn't productive. : That said, I still stand with Narc on this one.
