And that matters why?

Yes, it is a fictional construct, but that doesn't mean that the characters who exist within said construct act outside of the fictional construct.

I beg to differ; Covenant society was established prior to Halo 2, and judging by what we know of their society, it would make perfect sense for them to have their leaders hog the best stuff for themselves; in fact, we've alreadys een this, with Elites being the only race to carry energy shields, and with Zealots and Ultras packing improved shields. All Elites (and Covenant in general) should carry the improved shields, but they don't, and Tartarus carrying a unique weapon is an extension of that mentality.

While Tartarus carrying a unique weapon works for a boss battle, it also has its roots in the Covenant's primitive society.

Yes, I am, mainly because it makes sense in the context of the Covenant's culture and caste system that he gets a unique weapon because of his position.
