I would suspect that the "Prophet of Truth/Regret/Mercy/etc." is just an adopted name or a title, and individual prophets were promoted to that rank, either as an honor or in the belief that they were reincarnations.

: Covenant naming scheme employed by the Prophets struck me as very similar
: - I doubt Truth was born to that name, for instance... so perhaps it might
: be worthwhile for people to look to Chinese history and mythology as we've
: done in the past for Norse and Christian mythologies. I suppose it's not
: quite as accessible as those two, but as I say it's worth a try.
