Yes. In fact, we have proof with the explosion of the Malta and Athens. They were completely, utterly, destroyed each by a single bomb. One such bomb attached to the outside of Cairo would easily be enough to disable it, if not destroy it outright. Hell, the Boarding Craft themselves could act as shaped charges to insure the explosion breaks through the stations' armor. It's a tremendous oversight on Bungie's part. To me, it feels like they wanted an "OMg teh R b0ardign us!!11!" moment, and were willing to compromise a realistic story for unrealistic fun. Here I can grudgingly agree with you. I do see how it's possible for the Covenant to break through Earth's defenses. Although it seems like a one in a hundred kind of gamble on Regret's part. But that's the way you win battles. Still, what's the rest of the Human fleet doing lollygagging in space while a Covenant Carrier sits on top of a human metropolis!? It's not like there's anything left in Earth orbit for them to shoot at. It's yet another inconsistancy that just doesn't make logical sense to me.
