mrbananas said that something went wrong with the plan. Its probable that the Forerunners hoped that nothing would go wrong with the plan and that they would quickly reclaim their tech and wipe out the Flood. But something went wrong, either an accident or the Flood managed to put a spanner in the works. There was a war on and the enemy would do its best to thwart whatever plan you had. Its a bug^H^H^Hdrone but what can you do? :)
