I think either Bungie is hinting at the obvious choice (Cortana) and is going to go and let her get the full DOA treatment with all that implies OR They're hinting at the obvious thing and then are going to do something completely different. If not Cortana, I'd guess 343 Guilty Spark. Remember, they never said it was a PLAYABLE character. I think they can construct the most plausible reason for a Halo character to exist in the DOA universe in the case of these two, because they're artificial intelligences.
