I think there are two answers to that: from a technical standpoint, probably. From a feasibility viewpoint, I doubt it.

If the software were written the right way, the games themselves could provide the dialation effect I mentioned. They would run at a certain framerate, and if the emulator had power to spare, it would just sit idle. The upside is that a faster emulator would be less likely to encounter bottlenecks, and the framerate issues would decrease.

However, consoles are a different animal from PCs. Where a PC developer never knows the strength of the hardware a customer will run his game on, console hardware is never supposed to change. If a developer uses the clock speed as a dependency (and from Count Zero's post, some apparently do), you could get a "fast-forward" effect.

There's no easy way for it "unthrottle" itself when the game starts to choke, either, because how does the emulator know that it's hit a bottleneck? It's humming along at x cycles/second all the time; from its perspective, everything looks okay.
