I do not think it would be able to fire using its own index and only its own systems to prepare fire. But if they find the arc and the remote to blow them all it could still activate the halo. Also, from studying both of the rings the covenant have probably not learned how to build there own or a force that large (possibly) but could have figured out how its core functions operated. This could mean they could set its core operation functional and allow the beam to go off. | |
