I agree with you. Why spread the flood not just through the galaxy but to three radii out? It makes no sense. As for the flood samples. I think the forunner left those so that the monitors could continue researching ways to wipe the flood out. I don't think they intended for someone else to do the job, especially if they are a junior race that has no experience dealing with the parasite. It would be too dangerous. The risk of another outbreak would be too great. That might also explain why the other facility was placed on Threshold. They might have wanted to keep it hidden, so the moniters could work in peace.
