Another thing to consider is shifts. If you think 100 people could run a vessel, then mulitply that number by about 3 so you can have several overlapping shifts. Only during alerts would everyone be awake.
For the POA, your number should be higher for the Marine contingent. During the evacuation of Alpha Base to the Truth and Reconciliation, there were 236 surviving Marines and 76 surviving naval personnel. TF:p316. About 120 Covenant casualties sustained during the Marines raid on the Truth and Reconciliation. Preliminary estimates of UNSC casualties numbered 36. TF:p123.
The Gettysburg had a bridge complement of 30!
