There is a way, but it's rather complicated and requires some work. Download this file (a modified version of the split video transitions available at rehanfx.org. It should be sized to perfectly cover the weaponless hud of Halo 2) and install it into C:\Program Files\Movie Maker\shared\AddOnTFX . Now there should be some more transitions available in WMM2, one called Letterbox-Upper and LetterBox-Lower. Here's the complicated part:
(You need to do this with a video that has only one clip in it. Render your movie to get it in one clip if you need to.)

1)Make a jpeg that is entirely black and is the same resolution as your movie
2)Put that picture at the beginning of your movie for the same duration as the rest of your video, and add the Letterbox-lower transition between them. Make sure you shift the movie part so that the transition covers the entire length of the movie.
3)Render the movie and import it.
4)Add the black picture at the end of the project, do the transition Letterbox-upper the same way you did with the lower.
5)Render again and import again.
6)One effect of this method is that there is a few second of complete black at the start and end of the file, so cut that out, and render the final version.

Sorry this method is so long and complicated, but it's the only free way to do it in WMM2 that I know of.
