Missing Chapter?

The gameplay timeline is definitely out of order. You have done a good job I think. Let's see if we can come up with some reasons for things...

Well...as far as the Chief fighting through High Charity and the Arbiter fighting the brutes, I guess it really depends on how long it took for the Chief to fight through. It also depends on how long the Aribiter actually spent fighting. When the chief fights through to get to the Forerunner ship, it doesn't really take long, so if I wanted to take a stab at the actual timing, I would guess he boards the Forerunner ship at just about the same time as Tartarus flies over the Arbiter and the Spec. Ops leader (this is trying to account for the flight time from High Charity to the surface of Delta Halo.

Still...it seems like the arbiter was fighting for a long time before meeting up with the Spec. Ops leader. HOWEVER, I think there is a missing chapter here, and perhaps a bit of a plot hole. How did the Arbiter know that the Council was killed by the Brutes? He was not there to see it happen and would not know for sure...

Perhaps he was transported twice by Gravemind. Perhaps he was first transported to whereever it was that the Council was stationed to either see first hand as they were slaughtered or to see the aftermath. Perhaps Gravemind suspected that Tartarus would do that first (assuming he overheard the conversation in the library) and perhaps thought the index could be recovered there. After either being unsuccessful in stopping Tartarus or (IMHO more likely) being too late, Gravemind then transported him to where we rejoined him.

This could account for the discrepancy in timing. Perhaps the Chief's arrival on High Charity and the Arbiters arrival near the control center were not simultaneous.

Of course, I can see nothing to support this except for the Arbiter's (rather sure IMHO) knowledge (rather than speculation) that the council was murdered by the Brutes.
