Yes, the 3 galactic radii comment GS343 makes, if it is true, would mean there is no reason for the Halos to move. Yet, the Tablet 5 Mural (linked in my theory link below) also mysteriously shows 1 of the 7 Halos being faaar outside the borders of the galaxy. In fact, if it also has an activation radius of 25,000 Light Years, it would not even touch the borders of the galaxy. Would that mean that Halo is a spare Halo and can move to replace a broken one, or does that mean there are Forerunner installations outside of the galaxy?
