My guess is that energy supply is not a problem. The Forerunner ship was powering High Charity, and it was as old or older than the Halos. However, I'd also guess that energy is one reason why the Halos are only found near gas giants. Jupiter, for example, has an extremely powerful magnetic field, and it's possible that the Halos somehow use the fields of their host planets to either power themselves or draw in power for the pulse. |
