I agree with the above paragraphs. However, given how big the Halos are, it could take millenia for something like Halo 04 to fix itself, and that's assuming that it is fully capable of such a feat. For one, it would require all the original materials, of which a decent amount likely fell into atmosphere on Threshold. : As for the Halos moving. I doubt it. Here's why. On Sigma Octanus IV there
Like Jillybean said, it's possible that the rock was capable of keeping up with the location of the installation. Or, perhaps, the rock was just a map to the last known location of the Halo. What I was saying is that certain parts of the galaxy may simply not contain planets capable of supporting sentient life even with significant terraforming. Thus, it would be a waste of time to put anything around them. Of course, this would also mean that the Halos would somehow need be positioned so that no spaceship could leave the galaxy without flying through the blast radius, and the killing effect would need to last for years in order to clean up any stragglers that happened to be on a ship in the unaffected regions. Perhaps the pulse is more powerful in Slipspace?
