You're actually the first person to bring up the three weeks referrence:)

When the book says three weeks later, it's saying about three weeks after the chapter before. The chapter before takes place on Reach, and follows the events of the surviving Spartans and Dr. Halsey. The date in this chapter is Aug. 30th, which, as you know, is three weeks before the chapter you're referring to (Sept 22).
