-Actually, I meant to take that quote out, because if you look at the conversation as a whole, 343 GS can be shown to be saying something entirely different than the activation of Halo.

343 GS - "We have followed outbreak containment procedure to the letter. You were with me each step of the way, as we managed this crisis." "Why would you hesitate to do what you have already done?"

It's quite probable that 343 GS is saying, in layman terms, "you've done everything protocol requires, why would you not continue down this path?"

Yes, the Covenant cruiser scanning on human frequecies is an interesting topic, and one I originally included in this theory. However, in my attempts to shorten the original theory, I took that part out:)
