Maybe that's why they call the Halos' 'fortress worlds' because when Halo is fired whatever is on it is protected??

But you might think then why is 343 GS trying to fire Halo then? Maybe it is because he knows that the Flood will try to leave Halo and then begin spreading across the galaxy - therfore he needs to clear out all sentient life with sufficient biomass before the Flood can get off Halo
