If the Forerunner could use the DNA replace the several different species that had become extinct in the galaxy, they could store the Flood DNA and do away with the actual creatures. When they want to study them again, they would just have to use the stored DNA, make a group of Flood, and start conducting research. This virtually eliminates the threat of the Flood escaping, yet preserves their species for study.

Unless the Flood don't have DNA..hmm..
