A reason for the humans reduced level of technological advancement in comparison to the Covenant races might be due to periods of our history where science was considered witchcraft commonly known as the dark ages. Now assuming our history is occuring since the firing of Halo 4 there was a large portion of time known as the darkages where scientific discovery was basically illegal and people were burned at the stake for witchcraft. If the covenant races did not have a dark age in their history then it could explain there increased level of advancement.

However it is known that covenant technology is not innovative but stolen. So another possibility is that forerunner technology/buildings were not as prevalent on Earth as say on the other Covenant worlds which allowed them to utilise slip space drives faster and find more technology. Where it appears that slip space technology developed over a long time of Earth research.

One final possibility that I have been considering is that the Covenant race known as the engineers (not much is known on them) developed a lot of the technology such as slip space drives. Wether from existing forerunner technology or independantly developed. The Engineers however where a peaceful race that was latter inslaved by one of the covenant races (such as the hostile Elites or Brutes) stealing their ships and technology and forcing them to work. This could explain why the engineers do not mind helping John and the others in FS. Also due to their enslavement they could no longer perform research or development on technology requiring them to instead imitate the technology found by their enslavers. Or they may not have wanted to share technology they were developing with there enslavers inorder to form some kind of resistance.

However more will be revealed on November 9 and until then this is all pure speculation.
