We are as smart as the Forerunners, we just haven't had the time to ramp back up to speed. It is widely suggested that the Covenant can't create new technology, that they strip it from Forerunner technology and rig it to work for themselves. Throughout the Halo books, Cortana (who is herself a human-made construct) can quickly and drastically improve Covenant technology...implying that she fundamentally understands the principles better than do the covenant.

I would say that for whatever reason, we got off to a slower start than the covenant...that they stumbled across Forerunner stuff early and got a boost from it.

Consider...is a person that uses a cell-phone today smarter than someone born 100 years ago? Further, if everyone that knew how to make cell phones disappeared, would you know how to make one? The knowledge was lost...it just takes time to get back.
