I wouldn't think so. Who knows why the Covenant are more advanced than humanity. It could be that the Prophets were seeded on the Forerunner's homeworld. So, for their infancy as a species, they had this technology they eventually learned to unlock. The Prophets somehow got the Elites and the Brutes under their thumbs, and went out to assimilate and dominate more species. The Prophets had more technology they could copy, whereas we humans had to figure everything out for ourselves.

And how do the Engineers work into this?
