Here, I'm thinking of something to write in response, and hey! here it comes:
The Forerunner aren't capable of wearing the Halo as a ring, that much has to be obvious. Why else would they make the Control Room as big (or small, considering they might "wear" the ring) as it was? It clearly needs to be operated by human-sized creatures or slightly larger, provided their fingers or tentacles could still operate the console controls. 343GS or other AI's would simply operate the control room through a network or by transmission or some other form they've developed (like the powerful electrokinesis form GS has, when he snaps up the Index from the MC in the Library, or the photon acceleration on the lightbridge in Halo). Thus, whatever it is that could "wear" the ring is either massively huge to fit it on a finger (or similar appendage) or have it hovering above their head. That, or they've ascended the physical to become, in essence, gods, so that size no longer matters. It's possible.
There is also another few possibilities: the Forerunner have advanced so much technologically that they can shrink the ring (consider it: the intertextuality with regards to Ring characteristics between the Lord of the Rings and Halo is quite similar; all "rings" have both creative and destructive [good and evil, interpret this how you want] elements inherent, but more interestingly, the rings in LOTR can shrink down to a certain size. We've all seen the Fellowship by Peter Jackson, where Isildur holds the ring after cutting it off Sauron, and it shrinks in his thumbs? Yeah. That's what I'm talking about.), and thus when they shrink the ring they can "wear" it.
It could be that Halo has more powers than just to destroy; it might have a self-defence aspect (I'm Australian, I spell defense with a c, so ha), and if you wear the ring it can act as a form of defence (yes, maybe by killing everything within 25,000 lightyears, but it'd certainly work if you were mechanical, it hasn't harmed 343GS [probably]). Or, even more likely, it's just a plain out destructive weapon to be used by massive ships. Think about the Myth series; a planet or moon or huge spherical ship the right diameter could wear that Halo effectively, or, barring that, have it orbit as a spacestation like the one in First Strike, the Covenant One, Putrescent Moon or whatever holier than thou name it was.
Anyway, that's my rant over for a few seconds. I know I'm nowhere even near, but bugger it all and I don't care.
