Which is interesting if you associate the symbols on Halo to each covenant race. Then each room could be considered as holding pens for different races.
Also gives each room a sinister theme if you think of the forerunners experimenting on races. Throw in the flood and the forerunner are downright evil. Unless they were looking for a race that had a natural immunity to the flood to act as soldiers or cleaners of worlds.
