Okay I remember from sunday's sermon at my church about this. Here is part of the verse(sorry I don't have the exact source material on me)

"First are the Apstoles, second are the prophets, then..."

So I'm betting that there is actually another race running the Covenant other than the Prophets. And they are more likely to be the ones to wear a Halo(not the installations). Think of it this way, the Apostles answer directly to the Forerunner, the Prophets answer to them, and so on down the line.
