Wow... very insightful. Well, I believe cortana's the forerunner because...

Before halo was first activated(or wasn't it...), I believe Earth must have reached a really high point in technology, and AIs were created. If halo activated, then everything feedable to the flood was obliterated, thus ending the flood, except for a few remaining human flood who survived to reproduce(remember 343GS saying that?) into non-infected humans, who in our world would be adam and eve.

So earth was remade into brand new place, with no one ever knowing of the flood's existence. But a few AIS made it through the destruction and carnage because they didn't have a trace of life in them, for example not containing neural implants like others.

Well, after a long time, Earth eventually reached over-population and the UNSC was born. But back to forerunners -- like wintermute guessed, the forerunner, or A forerunner, probably promised 343GS that it would be back. Now, I think that the humans discovered a halo before the new earth was made, and an AI was left on it before it self-destructed/fired it's weapon. The AI most likely left before it exploded, and was probably the reason that a few humans survived.

I hope I haven't lost you... anyways, that AI "died" in a few years, so when a new halo was built(the one we play on), the monitor moved there for thousands of years in hope the AI or forerunner would return. He might have fallen in love with this AI, if possible, and when he eventually went mad from waiting so long, he - well, went mad.

So when MC and cortana set out on their little quest, the flood gets released again, but by the humans this time.
So blah, blah, fast foward to 343GS and MC coming back from the library.
I guess the reason why 343GS acts mean to Cortana is because back on the old halo where he first met the forerunner, this was the place. And since his long wait on halo, he decided to let no AI into the control room as he saw the control room as his AI lover's. And if another AI were to step foot in the CR, then the monitor would be infuriated. Which he was.

So, in the end, 343GS chases after MC and cortana because he doesn't want the memory of his AI love to leave him, so he chases after them to get cortana so he can keep her as if she was his old lover.

So basically I think cortana is the CLOSEST thing to the forerunner, not the actual thing. Please don't flame me because of my opinion, which some people have, because this reason is fairly logical. Oh yeah, and just tell me if I was unclear because I lost even myself writing that.

One more thing: All this was compiling information to form ONE BIG GUESS. This could be true, but I'll be surprised if any of it is. So don't call me a know-it-all, because I'm just guessing.
