Unfortunately, I have to add this:

During Michael Bastien's Q&A (from the HBO boards) about Halo PC, someone asked this question:

"Alexis asks: 'Will the editing tools eventually have the ability to edit single player content?'"

Undecided at this time.

Though I hope the final answer is more direct...This is the "official" answer about the Modding Tools.
