Secret: keeping the Spartan II project top secret, especially from ONI. She let Keyes pilot her tiny cruiser, because he had not testified against a fellow marine, even though the rest of his squad did. Therefore, he could keep a secret. The second time she mentioned knowing someone who can keep a secret, she was also talking about Captain Keyes. All the other times, she was talking about how ONI was keeping unneccessary things under wraps. Think of ONI as the CIA, except ONI is Navy. PS - Don't touch my scythe.
