It charges at the same rate. Always. Always.

No. The distance you throw it is in direct relation to the place from when the switch actually happens. Not in relation to where you pushed x, but in relation to when you actually pick up that weapon. Always 4 meters. Since 3-4 meters seems to be the perfect distance to throw, to weapon juggle, and that you throw the weapon at all, makes me think that Bungie did it on purpose.
