I think you could definately be on to something here. This is certainly the most consistent "solution" I've seen so far, and I think we should try running it further.
Assuming that your system is correct, the symmetry of used and unused numbers could be a verification system for whether or not we have a correct inner value. That would mean, however, that we don't have the correct inner value (or have the wrong matching numbers) for Dial #4. I think that's plausible. What numerical values besides 137 have been suggested?
Here's another thought. I think we've completed two of the three "rooms" or mini puzzles for glyphs 2, 3, and 7 (discovering the value of the inner glyph and then using some of the outer numbers on the dial to match the value of that inner glyph). After "using up" some of the outer numbers for matching, doesn't it seem logical that we have to use the leftover numbers to solve a third mini-puzzle? Someone tell me if I'm mixing up my metaphors here.
