Yeah, but this breaks down for sure as soon as you get to 50 on top of the fourth glyph. I don't think this is a substitution code. Between all the dials, there are 37 distinct numbers -- more numbers than the 26 letters in our alphabet.

Something I've been wondering about is the 113 at the bottom of the fourth dial. It's the only number over 100. Maybe there's a clue to the puzzle in the range of the outer numbers [0-113]. Seems too small for hexidecimal, unfortunately. Doesn't really work for ASCII either.
