My opinion? It's TOO ambiguous.The final answer will be much simpler. Thus, we should just work with the assumption that what they mean to say is a PARTIALLY SHADED BAR- and nothing more. Maybe, at most, a mostly shaded bar. But calculating how much it's shaded would be a waste of time, I think, because all that they mean is it's there, but not full.
Look at everything else. It's much more straight.
