Quadrants on a coordiante plane are actually labeled like this:
II | I
---------
III | IV
Therefore, the japanese-ish character is in quadrant I, c in quadrant II, the unknown in quadrant III, and e in quadrant IV.
That's basic geometry, people.
Almost everything, from coordinate planes to angle measurements are measured from the far right, not the top.
