The numbers around them serve perhaps as a verification system. It's been noted that if the numbers in the seventh circle including 74 in the center are placed in numerical order, least to largest, 74 is the seventh number. So maybe you're right about the directions thing(interesting theory), and the numbers aren't a second puzzle at all but just a way to find out whether each one is right or not.
