I tried arranging the numbers on the rims of the dials to form the first however-many digits of pi. It didn't work. The number 9 isn't present anywhere except in the numbers 19 and 97. Since the first eleven digits of pi are 3.1415926535 and 97 and 19 can't be used for the nine there, it seems likely that the numbers weren't meant to construct pi.

Of course, I could be approaching this the wrong way.
