The ad was done by a design firm. In order to not let the client (Bungie) get distracted by the actual content, ("That sentence doesn't convey what we're trying to say, don't you think?")you place gibberish latin in the text columns, that while meaningless, do use roman characters, so ligatures and the like are in place and the text, when not looked at directly, still 'fits' in the appropriate part of the ad.

That faxed ad is a perfect example... the firm faxed them a mockup, and obviously Bungie didn't like it enough to have them bother taking it further and actually getting hardcopy.
