I feel strongly that this puzzle can be solved from the glyphs & dials alone (including ways in which they refer to outside authorities of course, like Mayan numerals and the Voynich manuscript). We've already been told that the name Chelsea won't affect the outcome.

In fact, I think that there's enough in that last clue to solve this completely.

btw, the birds have been an ongoing theme of the Chelsea posts since the start (where they'd all been driven mad by the timeless glyphs below). I think they might be us, actually. ;)
