This is an interesting approach, and I've been working on it for a few minutes (why I came back to the board just now). It seems you and at least one other person (Tiny Toad) had the same inspiration at the same time. ;) I'm fairly certain that the open arms of the letters should be followed as vectors from the centre of each dial in this case, rather than trying to line up on specific digits (remember that most of us are looking at the blown-up, antialiased versions instead of the teeny-tiny GIFs that this started with).
If we can now turn each indicated number into one letter, we'll get two words of seven letters each. Seven of the numbers are within 26, the other seven aren't. If we do mod 26 on the latter group we get:
T K M F B O X
J L X I Y B S
Which is a lousy scrabble set. ;) But it may not be % 26.
