It lets you embed commands in an .html document only the webserver (or MGI server or whathaveyou) processes and you (the user on the other side of the browser) only sees what the commands allow you to. So the enter.html page might appear to you to only be 10 lines of plain html code, but in actuality it could be hundreds of line of code.
